Test Design is the selection of test aims, methodologies and implementation methods to satisfy the goals of a testing scenario.

The aims of the test could be unit testing, integration testing, system testing, acceptance testing, and others.

Methodologies include, but are not limited to, AllPairs, Design of Experiments, black-box and white-box.

Implementation methods include tool selection (e.g. NUnit or FitNesse), and whether the tests are manual or automated.
