Thanks for your time Joe! I do understand that perhaps my approach is too risky and against common sense, but at the moment I need to provide at least indicative numbers for possible QA efforts. Sure thing as reqs become more accurate - I'll be able to provide more definite estimations. Perhaps that will surprise you - but that's quite a common practice for us to use such estimations as %% of something, e.g. for test documentation, management, communication, etc.

App comes to test with 1 of 2 common languages applied by default - I suppose that's the answer you'd like to hear) So I need to estimate 2 more languages: common and uncommon.

In the requirements doc I have sample names for 2/3 of elements, but only for 2 common languages. 3rd language, as well as the rest of labels are not yet defined.

As always, thanks for the quick and valuable answer, Joe!) About 80% of planned localization are menus / dialogs / buttons on pages. I'd say domain is quite common: credits and finances, so no troubles here for common languages (at least for my team). As my question states, system is currently at reqs refinement stage - so NO actual localization at the moment to evaluate difficulty. Perhaps these details will help!
