By "no one beats JUnit", in terms of the question, this would imply that when JUnit is built that it goes through a series of unit tests and if what you say is true that "no one beats JUnit" that those tests have 100% code coverage and that none of the tests ever fail on the production build. Is this your claim? Because that's what the question appears to be asking.

Dayal, that would be seem to be possible, but there's a few problems. First, it doesn't seem like you're actually asking a question. You're just saying things you'd like. You need much more information, including specific, pointed questions about where you're struggling. The second is that you mention you're using ghostery to track them, but now you want to write a script. I don't get it, which one do you want? The last, and one might argue most important, problem is that this little corner of the internet is dedicated to Quality Assurance. This might be better at Stack Overflow, but...

@JoãoMatos Thank you for the selected summaries. I know it still doesn't completely answer the question, but I'm honestly struggling with if the question itself is even answerable. Instead, pointing to published research on the topic gives the user (and future visitors) focused material to draw their own conclusions.

Like I said, if opening a bug is a Bad Thing (similar to your "strong policies" message), then the problems are much bigger than the scope of this question - that's a complete dysfunction to be addressed.

Funny, I always considered "opening the ticket" as "discussing it". I suppose if you're in an environment where having bugs are a Bad Thing because it means someone screwed up, then it might be bad... but that would indicate bigger problems than would be solved by this question.
