I wish I could give you the answer that you are seeking "10% for the common language and 30% for the uncommon language". But that's not what I've done in the past, because I don't think it works that way. My estimates were always expressed in man-months of effort, and only after I understood the design of what I was up against. They were never a percentage of some other set of tasks. Sorry.

Now imagine if your doctor said "Well, you blood pressure metric is below the agree-upon level. Therefore you are healthy. Goodbye. Pay the receptionist on the way out." I agree with most of what you say, although I think most metrics don't tell a useful story at all. Context is everything - unfortunately, most metrics-based bonus plans don't even pretend to use any context.
